Utah high school teachers complain that students entering high school from junior high can’t communicate by writing. The National Center for Education Statistics reports, for the year 2002, 80% of Utah 4th graders were not at a proficient level of writing. The number was 77% at the 8th grade. Lack of writing skills affects grades in all subjects and pulls down national standardized tests such as the SAT and ACT. This major deficiency scuttles all hope for scholarships.
